Northeast Correctional Complex holds people in TDOC state custody. The WCSO current portal should be used only for present county custody. If the county release destination says TDOC, wait for state processing and check FOIL. A short posting gap between the county departure and state reception should be described as unconfirmed transfer status, not freedom.

Read NECX Release Dates Carefully

FOIL’s Release Eligibility Date is not a guaranteed NECX gate date. It is the earliest date for possible parole consideration under the court-ordered sentence percentage. A Parole Hearing Date is also not a release. The Board can continue, decline, recommend parole, revoke, or issue another result, and a favorable result can still depend on plan approval or other conditions.

Sentence End Date is a different FOIL concept. The official field definition ties it to release from state supervision or incarceration and warns that credits can reduce it. Actual release remains a separate event. The state record should be quoted with its own label instead of converted into one generic projected date.

Offense date, conviction, sentence structure, jail credit, statutory service requirements, and sentence credits all matter. Tennessee law does not impose one universal 85-percent rule on every offender. Credits may accrue or be lost, yet they cannot override an offense-specific minimum or no-credit rule. TDOC’s existing computation is safer than a homemade estimate.

NECX Parole and Discharge Evidence

Washington County court records supply the judgment that placed the person in state custody. The local court order and TDOC calculation perform different roles. Compare them by case and offender number, and resolve any discrepancy with the office that created the record.

Washington County to NECX Timeline

A Washington County felony case can move through several custody records before NECX appears. The local court enters the judgment. WCDC records the county departure and TDOC as the receiving system when that field is maintained. TDOC then receives, classifies, and assigns the person. Only the state can confirm whether NECX became the institution of placement.

During transport and intake, the person may be absent from the WCSO current roster before FOIL lists the final state location. Preserve the WCDC departure time and recorded destination. Recheck FOIL by TDOC number. If the state result says Pending, use that exact term and allow for processing instead of asserting either release or NECX placement.

The same method applies on departure from NECX. A changed location can mean transfer to another TDOC prison. Parole status means release into supervised community custody. Inactive status means the state supervision relationship has ended, but the release date and sentence context still need to match. A no-longer-listed NECX location by itself proves none of those outcomes.

The Washington County case remains useful because it identifies the judgment, offense date, sentence length, alignment of multiple sentences, and jail credit. TDOC applies state calculation rules to that material.
