The ICE Online Detainee Locator System, commonly called ODLS, covers immigration custody. It is not a Washington County jail roster and not the Federal Bureau of Prisons locator. If a WCSO release entry says the person went to ICE, the county event is an agency transfer. Community release, continued ICE detention, transfer between ICE facilities, removal from the United States, and release under immigration conditions are separate outcomes.

Confirm an ICE Detainee Release

Start with the source that documented the county departure. A missing name on the WCSO current portal is only a clue. Ask whether Washington County recorded community release or transfer to a receiving agency. If ICE is named, search the official ICE detainee locator. A match supports the status the federal system reports at that time.

  1. Collect the full name, exact spelling, date of birth, country of birth, and A-number if lawfully available.
  2. Request or confirm the Washington County release destination before drawing an immigration conclusion.

No result is inconclusive. Data may not match the entered spelling, the person may be outside the locator population, or the covered time window may have passed. ICE states that ODLS can include current detainees and people released from ICE custody during the preceding 60 days. That limited window is not a permanent release archive.


Washington County ICE Transfers

The Washington County Detention Center can release a person to the community or surrender the person to another agency. A detainer is a request or notice from another agency concerning custody. It can cause a person to remain held or to move directly into new custody after the local basis ends. The presence and legal effect of a detainer must be confirmed in the actual record.

For a county transfer, request the WCSO booking history or release-event entry with the actual departure time, release code, destination, receiving agency, related case identifiers, and any disclosable hold field. The Washington County Attorney’s Office coordinates public-record requests. County policy uses written Form 1 and proof of Tennessee citizenship, subject to current law. Ask for existing fields instead of asking staff to create an immigration narrative.

Request ICE Release Records

ODLS is a locator, not a certified county release record. When the question concerns the moment WCSO custody ended, the county release entry is the right source. When it concerns detention or release by ICE, use the ICE information route and the federal record connected to that custody. The two events may have different dates.

Washington County’s open-records page directs requests through the County Attorney’s Office. Form 1 distinguishes inspection from copies and allows the requester to state delivery preference and a cost-estimate threshold. General county policy lists copy and labor rules, but no flat ICE-transfer or release-record fee was verified. Ask for a written estimate.

For federal detention questions, ICE’s detention information channel supplies the official contact path. Provide the identifiers requested by the agency. Do not publish private immigration claims or infer status from a same-name record.


ICE Release Search Limits

Several gaps can produce a false conclusion. Roster absence cannot show the destination. An ICE search cannot prove the earlier WCSO departure time. A county release code cannot establish what later happened in federal custody. ODLS may miss a person because the data is entered differently, because the person falls outside current locator coverage, or because the recent-release window has expired.

Federal criminal custody is another common source of confusion. The U.S. Marshals Service manages many pretrial federal detainees and may place them in contract facilities. It does not offer a nationwide public detainee locator like BOP. A sentenced federal prisoner belongs in the BOP Inmate Locator. “Not in BOP custody” can mean release, USMS custody, state custody, immigration custody, or another status.

Match ICE Release Evidence

A sound verification keeps each agency’s record in its lane. The Washington County release entry should establish when WCDC stopped holding the person and whether a receiving agency was recorded. ODLS may then establish current ICE detention or a recent release from ICE. An immigration case source may explain a later federal decision. Combining those sources is more reliable than forcing one screen to answer the whole sequence.

Identity matching is essential. Names can be spelled in more than one way, and two people can share the same name and birth year. Compare the A-number when available, full date of birth, country of birth, agency, facility, and event dates. Do not publish an immigration conclusion based on a name-only match. A wrong match can expose sensitive information and misstate where someone is held.

Time also changes the result. Save the date and time of the WCSO roster check, the ODLS search, and any call. A person may move between facilities, leave ICE custody, or age out of the locator’s recent-release window.   2. Record the identifiers used in ODLS without sharing them publicly.
  3. Compare agency, location, and dates across both sources.
  4. Ask ERO for clarification when the federal result is missing or ambiguous.
  5. Correct any personal notes if a later official record changes the status.

A court order and a custody event can occur at different times. The same is true for a county transfer and later ICE release. State the event date beside each claim so that a past result is not presented as a current status.
